Effective October 1, 2008, H.R. 3221 eliminated downpayment assistance provided by Alliance Housing Foundation for homebuyers whose FHA loan was not approved as of September 30, 2008. Per FHA guidelines and H.R. 3221, Alliance Housing Foundation is allowed to continue to provide downpayment assistance to homebuyers that received "credit approval" on the FHA loan application on or before September 30, 2008.
For gift requests after September 30, 2008, Alliance Housing Foundation will require the lender to certify that the borrower was credit approved prior to October 1, 2008. This may be accomplished either by a lender certification or by a copy of the lenders MCAW.
